In exchange 2007, the rules limit is higher than exchange 2003. It defaults to 64KB
To increase this limit for a mailbox user, use this powershell command:
Set-Mailbox username -RulesQuota:256KB
256KB is an example. Remember that setting limit too high will increase memory requirments of this mailbox
